"Economics in HIV - More than counting beans?" Dr. Jonathan Anderson (biography) English - 2009-02-12 - 40 minutes
(50 slides)
Summary : Economics can seem like counting beans, says Dr. Anderson, but it doesn’t represent what economics is really about.
In economic evaluation, the costs and outcomes are compared for two different courses of action. The incremental cost-effectiveness ratio represents Cost A minus Cost B divided by Outcomes A minus Outcomes B. This ratio is used to decide between one intervention and another. Dr. Anderson shows some examples of how such decisions are made in Australia, referring to antenatal testing for HIV, pre-exposure prophylaxis, post-exposure prophylaxis, circumcision, and sex worker STI checks.
The Prescription Benefits Advisory Committee (PBAC) advises the government on the effectiveness and cost-effectiveness of new ARVs. For example, darunavir was recently reported to cost $15, 000 to $45, 000 per quality adjusted life year gained, and raltegravir from $45,000 to $75,000.
Health economics gets used for funding of medications and procedures, and review of funding. Dr. Anderson talks about how health economics can be abused in decision making; and the Assessing Cost-Effectiveness Approach (ACE) which is being used to prioritise interventions based on economics plus a range of factors.
